Range of motion means the degree in which a person can move a body part. Range of motion is measured in degrees of a circle. A circle has 360 degrees. So moving the arm around in a circle is a range of motion of 360 degrees. Only being able to move the arm around in a half circle would be a range of motion of 180 degrees (half of 360 degrees). Range of motion is commonly abbreviated as ROM.
